The casino credit line is dependent upon your credit history and the 30 to 90 day average available cash in your checking account. Most casinos will check your credit rating with one of the three major credit bureaus (Experian, Equifax, TransUnion). I believe Resort Credit is meant to be used at that resort/hotel. I believe you can charge the payment in a BOGO to your room and the charge coming from the restaurant will just be like any other charge. On a comp, the casino marketing people want you to gamble in their casino, eat nearby then back to the casino!

The casino will run a check of your credit or check cashing history. The results of the credit check will determine your maximum check cashing limit. You can then authorize your blank check for any amount up to your limit (provided you have enough money in your checking account).
